Eventually I worked it out that it wasn’t an ownership issue, but possibly a wireless issue, and needing to install the latest version of pip, thanks to this comment.
I’m glad it’s all set up and running now! and I’m now happily in bed using SSH to play with Home Assistant. Winter is coming and the only way I have of using the Raspberry with a screen is to use the tv, which means sitting on the floor. Not fun!
